How NBTC Certification Works

Getting telecommunications and RF equipment approved for the Thai market follows a clear process. Zergo manages the entire submission on your behalf — from application preparation to receiving your approval from the NBTC.

The steps below apply across all three certification types: SDoC, Class A, and Class B. Where the process differs by type, this is noted within each step.

Certification Types at a Glance

NBTC certification covers three distinct types. The applicable type is determined by your product's technology and frequency band — not by preference or jurisdiction.

SDoC

Supplier's Declaration of Conformity

For lower-risk equipment operating within defined power limits. The applicant self-declares conformity based on test results. No NBTC trade licence or supplier code is required at submission.

The Certification Process

Five steps from initial assessment to receiving your NBTC approval document.

  1. Confirm Your Certification Type

    Before preparing any documents, you need to know whether your product requires SDoC, Class A Registration, or Class B Certification. This is determined by the equipment's technology category and frequency band, as defined in NBTC technical standards.

  2. Prepare Your Documents

    NBTC certification requirements vary slightly by certification type, but the core document set is consistent across SDoC, Class A, and Class B. Having complete and accurate documentation is the most important factor in keeping your approval on track.

  3. Submit to the NBTC

    Zergo submits your complete application to the NBTC on your behalf. During review, the NBTC may request additional information or documents. Zergo handles all communication with the NBTC throughout this stage.

  4. NBTC Review

    The NBTC verifies that all documents are complete and that the product meets the applicable technical standards. Typical timelines from the date of submission are as follows.

  5. Receive Your Approval

    Upon successful review, the NBTC issues the relevant approval document for your certification type.

Required Documents

The core document set is consistent across all certification types. Additional documents are required for Class A and Class B applications.

Completed application form

The standard NBTC application form, completed in full. For SDoC submissions, a completed SDoC form is used in place of the standard form.

Evidence of applicant eligibility

Documentation confirming that the applicant is a Thai juristic person or individual. For foreign entities, this is fulfilled through a local representative.

Technical specifications or datasheet

Manufacturer documentation describing the product's technical characteristics — typically a datasheet, product catalogue, or technical specification sheet.

Test report from an accredited laboratory

A test report confirming that the product meets the applicable NBTC technical standard. The NBTC accepts test reports from accredited laboratories outside Thailand — physical samples do not need to be sent to Thailand for testing.

Additional requirements for Class A and Class B

Declaration of Technologies SupportedClass A & B

A declaration listing all supported wireless technologies and their complete frequency band specifications, derived from test results.

Accreditation Certificate and ScopeClass A & B

Documentation confirming the laboratory's ISO/IEC 17025 accreditation status and that its scope covers the applicable test standards.

Proof of AuthorisationClass A & B

Documentation confirming the local representative's responsibility for the telecommunications equipment and device, either as the trademark or brand name owner, or as an authorised dealer or representative appointed by the overseas manufacturer.

NBTC Trade Licence and Supplier CodeClass A & B

These are held by the local representative. If your appointed local representative does not yet hold these, Zergo can assist in obtaining them before the application process begins.

All documents must be in Thai or English. Documents in other languages must be accompanied by a certified translation. Copies are accepted provided they are certified as true copies of the original.

After Approval — Ongoing Compliance Obligations

Receiving NBTC approval is not the end of the compliance obligation. The following requirements apply once your product is on the market.

Class AClass BLabel Requirements

All approved products must display the NBTC label, purchased directly from the NBTC. The label format differs by certification type and includes the relevant registration or approval number alongside your supplier code. The documents required to purchase labels include your approval document and an invoice indicating the quantity required.

SDoCCompliance Statement

For SDoC products, the product must carry a statement confirming conformity with the applicable NBTC technical standard. This may appear in the user manual, on the packaging, or on the product itself.

Post-Market Surveillance

The NBTC conducts ongoing market surveillance across all certification types. This may include document audits, spot checks at point of sale, and random technical re-testing of products in the market. Suppliers are required to maintain supporting documentation and must not modify approved equipment in ways that affect its technical characteristics without notifying the NBTC.

Zergo's role covers application preparation, submission, and all NBTC communication through to approval. Post-certification compliance obligations — including labelling and market surveillance requirements — rest with the product supplier.
